Setting Up the DoE Fuel Matrix
Introduction
The DoE Fuel Matrix feature enables users to manage and calculate fuel rates based on the U.S. Department of Energy (DoE) national fuel prices. This automation streamlines fuel cost calculations, improves accuracy, and allows customization to fit individual customer requirements. The matrix supports regional pricing, price tiers, and update schedules, making it suitable for Carrier, Hybrid, and Broker accounts.
Setting Up the DoE Fuel Matrix
Step 1: Access the Charge Profile
Navigate to the Charge Profile section in PortPro to configure the fuel matrix for each profile.
Step 2: Enable the DoE Fuel Matrix
Select DoE Fuel from the fuel matrix options to enable automatic rate calculations based on DoE prices. Alternatively, select Manual to input fuel rates manually.
Step 3: Select the Region (PADD)
Choose the applicable Petroleum Administration for Defense District (PADD) region, such as U.S., East Coast (PADD1), Midwest (PADD2), Gulf Coast (PADD3), or West Coast (PADD5). Regional selection ensures accurate fuel rates based on location.
Step 4: Set the Start Day of the Week
Define the start day for the fuel price update cycle. For example, selecting Thursday means rates will be based on the prior week’s data until Thursday, after which the most recent DoE prices will apply. This helps mitigate delays caused by holidays affecting price releases.
Step 5: Choose the Update Frequency
Select how often the fuel rates update:
Weekly (most common)
Monthly
Quarterly
Step 6: Configure Decimal Rounding
Choose the precision for rounding fuel rates:
Round to first decimal (e.g., $2.8)
Round to second decimal (e.g., $2.84)
Round to third decimal (e.g., $2.837)
This controls the balance between simplicity and accuracy in rate presentation.
Step 7: Select the Unit of Measure
Select whether fuel costs will be calculated per mile or as a percentage of the total rate, impacting how the fuel rate applies to charges.
Step 8: Set the Fuel Rate Matrix
Configure tiered rate bands by specifying:
Tier number
From value (minimum)
To value (maximum)
Rate per mile or percentage for that range
Example for Per Mile:
Tier | From Value | To Value | Rate/mi |
---|---|---|---|
1 | 2.825 | 2.889 | 0.25 |
2 | 2.89 | 2.954 | 0.26 |
3 | 2.955 | 3.019 | 0.27 |
Example for Percentage:
Tier | From Value | To Value | Percentage |
---|---|---|---|
1 | 2.825 | 2.889 | 5.00% |
2 | 2.89 | 2.954 | 6.00% |
3 | 2.955 | 3.019 | 7.00% |
Step 9: Save and Apply the Matrix
Frequently Asked Questions (FAQ)
Q1: Can manual fuel rates still be used?
Yes. The Manual option can be selected at the Charge Profile level for customers who prefer to manage fuel rates independently of the DoE Fuel Matrix.
Q2: How are delays in DoE fuel price releases handled?
Setting the Start Day of the Week helps smooth out delays caused by holidays. For instance, choosing Tuesday or Wednesday as the start day avoids issues from Monday holidays.
Q3: How often are DoE fuel prices updated?
DoE fuel prices are updated weekly. However, update frequency can be configured monthly or quarterly based on business preferences.
How the DoE Fuel Matrix Works
- Fuel Matrix Creation: Tiered rate bands are created based on specific PADD regions and DoE fuel prices.
- Automated Rate Adjustments: Fuel rates are updated automatically with current DoE prices imported weekly into PortPro.
- Region-Specific Pricing: Fuel rates vary by region, allowing selection of areas such as Gulf Coast or West Coast to reflect local prices.
- Customizable Update Frequency: Update intervals can be set to weekly, monthly, or quarterly to maintain accurate fuel rate application.
